Artículo 654. Sustento probatorio de las decisiones de fondo. Toda decisión de la autoridad aduanera debe fundarse en los hechos que aparezcan probados en el expediente, a través de las pruebas allegadas al mismo, dentro de los términos y oportunidades establecidos en este Decreto.
