°. Ámbito de aplicación . El presente decreto se aplica a los ministerios y departamentos administrativos que en razón de sus funciones deben preparar proyectos de decreto y resolución para la firma del Presidente de la República, salvo cuando se trate de la expedición de actos discrecionales y de ejecución. A las demás entidades de la Rama Ejecutiva del Poder Público en el orden nacional, solamente les será aplicable en los términos del artículo 17 del presente decreto.
