Con base en la clasificación de los cargos, prevista en el ordinal c), del articulo 7°, el Gobierno formará y adoptará una nomenclatura de cargos y una escala de sueldos para los empleos de la Administración Pública Nacional, y tomará las medidas necesarias para incorporar a tales nomenclaturas y escalas, el personal de los Ministerios y Departamentos Administrativos, así como el de las demás entidades y servicios públicos nacionales incorporados al Servicio Civil.
