Artículo cuarto. El Gobierno, al reglamentar este Decreto, podrá dictar las medidas que estime oportunas para garantizar las efectividad de las tasas a que se refieren los artículos anteriores, respecto de las existencias en almacenes o en fábrica, y de los artículos que hayan llegado a puertos colombianos en la fecha en que entren a regir las tasas establecidas en este Decreto.
