Artículo segundo. Todos los establecimientos de enseñanza, oficiales y no oficiales, que no sean de educación superior, se inscribirán cada año, antes de dar principio a las tareas docentes, ante la respectiva Secretaría de Educación u oficina que haga sus veces. Los establecimientos de educación superior inscribirán cada una de sus unidades docentes que impartan educación post-secundaria ante el Fondo Universitario Nacional, al menos con treinta (30) días de anticipación a la iniciación de labores. Las unidades de otros niveles las inscribirán ante la Secretaría de Educación u oficina que haga sus veces.
