Art. 10. Además de los funcionarios de instrucción de que tratan los artículos 23 y 24 del Decreto legislativo número 44 del año de 1905, son funcionarios de instrucción los Tenientes políticos en las causas de fraude á todas las rentas nuevas, y los autos que estos Tenientes profieran son apelables para ante la primera autoridad política de la respectiva Provincia.
