Art. 1.° El pié de fuerza en tiempo de paz, en el próximo año económico, será a juicio del Poder Ejecutivo, hasta de tres mil hombres destrona, con sus respectivos Jefes i oficiales, i se distribuira i situará del modo i en los puntos que estime conveniente el Poder Ejecutivo.
