El Gobierno procederá a organizar un Instituto Agrícola Nacional que sirva de base a los estudios superiores de agronomía y agricultura y sea el centro de investigación y de consulta en cuestiones agrícolas.
El Gobierno queda facultado para contratar hasta cinco Profesores extranjeros, que tengan práctica en los trópicos, con destino al Instituto.
