Facúltase al Gobierno Nacional para que, dentro de los Presupuestos Nacionales, haga las apropiaciones, correspondientes para el sostenimiento de la citada Escuela Normal, y para que eleve esta misma Escuela a la categoría de Normal Superior cuando lo estime conveniente.
