Art. 146. Corresponde a los Departamentos hacer de su Tesoro los gastos que exigen los ramos siguientes:

1° Personal y material de las Asambleas departamentales;

2° Personal y material de de las Prefecturas de Provincia, Alcaldías y Corregimientos;

3° Personal y material de la Policía departamental;

4° Personal y material de las Administraciones de Hacienda departamental;

5° Personal y material de las Asambleas y Juntas Electorales;

6° Cárceles y lugares de detención, conducción y custodia de sindicados y reos;

7° Oficinas de Registro;

8° Impresiones oficiales;

9° Deuda pública del Departamento;

10.

Instrucción pública primaria y Beneficencia; y

11.

Fomento de las empresas de interés departamental, y, en general, los gastos que ocasionen los ramos señalados en el artículo 185 de la Constitución.
