De las utilidades que obtenga el Instituto en el desarrollo de sus actividades se destinará la suma necesaria para pagar a los aportantes distintos del Gobierno, mencionados en el artículo 2º del Decreto que se reglamenta, el interés o participación de que trata el artículo 3º del mismo Decreto; el resto se aplicará a incrementar los aportes del Estado. En caso de que no hubiere utilidades o de que éstas fueren insuficientes dicha participación se pagará en la forma prevista en el mismo artículo 3º del Decreto que se reglamenta.
