El artículo 99 de la Constitución, quedará así:

ARTICULO 99. La Cámara de Representantes se compondrá de tantos miembros cuantos correspondan a la población de la República, a razón de uno por cada noventa mil habitantes, y uno más por toda fracción no menor de cuarenta y cinco mil habitantes.

En ningún caso habrá Departamento que elija menos de tres Representantes, ni un número menor de los que hoy elige. Las faltas absolutas o temporales de los Representantes serán mencionadas por los suplentes siguiendo el orden de colocación de sus nombres en la respectiva lista electoral. E1 número de suplentes será igual al de los representantes principales.
