En caso de que se adopten los planos que el Gobierno tiene levantados y que comprenden el trayecto entre el Espinal y el río Saldaña, pasando por el Guamo, se procederá a dar principio a la obra, por administración directa o por contrato de construcción, tan pronto como tales planos sean adoptados.
