Artículo tercero . Las auxilios para las escuelas de alfabetización ubicadas en los territorios escolares, según lo dispuesto en el artículo anterior, serán girados a los respectivos Prefectos o Vicarios Apostólicos; los correspondientes a los maestros de las escuelas parroquiales serán enviados a los Párrocos de la respectiva localidad, previo certificado de funcionamiento del plantel, expedido por la primera autoridad del lugar.
