" ARTICULO 5º

Las Partes contratantes dictarán leyes o reglamentos eficaces para limitar exclusivamente a usos médicos y científicos, la fabricación, la importación, la venta, la distribución, la exportación, y el empleo de las sustancias a que se aplica el presente capítulo, y cooperarán entre sí con el propósito de impedir el uso de tales sustancias en cualquier otro objeto.
