Una vez sancionada la presente Ley, el Gobierno procederá a hacer practicar los estudios definitivos de la vía; y cuando sean aprobados, organizará los trabajos de construcción en forma tal que la vía se dé al servicio público como camino de herradura, a más tardar en 1923.
