Todos los contratos celebrados con los requisitos previos establecidos en los artículos anteriores, serán registrados en el Departamento de Contraloría, donde quedará archivada una copia de cada uno de ellos. Todo contrato que fuere celebrado contra los requisitos consignados en los artículos anteriores, será absolutamente nulo; y el funcionario que lo celebre será responsable de cualquier perjuicio consiguiente.
