Entre los estudios de las vías a que se refiere la Ley 92 de 1919 para comunicar la Intendencia del Chocó con el interior de la República, se dará preferencia a la que comunique el puerto de Pedrero, sobre el río Cauca, con el de Negría, en el San Juan, y a la que enlace las ciudades de Cartago e Istmina.
