Autorizase igualmente al Gobierno para hacer los gastos de materiales, víveres y demás elementos que exija el sostenimiento de las fuerzas que hagan el servicio de que trata el artículo anterior, prescindiendo de la formalidad de la licitación pública que establece el Código Fiscal, en los caos en que no sea fácil llenar este requisito.
