Adiciónese un parágrafo al artículo 4 de la Ley 1565 de 2012 , el cual quedará así:

Parágrafo

PRIMERO. En lo referente al retorno productivo y al desarrollo y asesoría de emprendimientos de proyectos productivos, el Ministerio de Relaciones Exteriores a través de Colombia Nos Une podrá coordinarse o articularse con iNNpulsa Colombia, SENA y su Fondo Emprender con el fin que de manera conjunta diseñen y ejecuten los planes, programas, iniciativas y herramientas para promover, apoyar y financiar el emprendimiento, formalización, fortalecimiento y el financiamiento empresarial de los colombianos que retornen al país.
