Declárase monumento nacional la iglesia de Villa del Rosario de Cúcuta. En tal virtud, el Gobierno proveerá a la conservación del histórico templo y a la construcción de una avenida que lo una con el Puente Internacional, la cual se llamará Avenida Santander.
