No se exigirá cuota alguna para ejecutar la obra que se auxilia por esta Ley a los propietarios cuyos predios, expuestos hoy a inundaciones por las aguas que salen de la Laguna de Fúquene, no alcancen a valer cuatro mil pesos ($4.000); pero respecto de los propietarios que no se hallen en este caso, el Gobierno usará para el cobro de la renta, de la jurisdicción coactiva que le concede la Ley, si fuere necesario.
