El Gobierno nacional propenderá por la celebración de los tratados internacionales, acuerdos, convenios, y todas las acciones necesarias para desarrollar la declaratoria de l QUINTO CENTENARIO DE HISTORIA DEL MUNICIPIO DE DIBULLA de la que trata esta ley, a fin de fortalecer la conservación de la cultura de los indígenas que habitan en el departamento de La Guajira en sus costumbres y calidad de vida.
