Las partidas destinadas en la presente ley para acueductos, alcantarillados y Fomento Eléctrico, constituyen aporte de los respectivos Municipios y no excluyan, ni sustituyan aquellas con las cuales deben contribuir para la realización de las obras respectivas, los Institutos Nacionales de Fomento Municipal y de Aprovechamiento de Aguas y Fomento Eléctrico y los Departamentos.
