Art. 4.° Se destina la suma de seis mil pesos y hasta diez mil hectáreas de tierras baldías para la composición y mejora del camino del Ruiz, de Lérida a Manizales. El Gobernador del Departamento del Tolima contratará esta obra en los mismos términos y condiciones análogas á las que sirvieron para la apertura del "Camino de Victoria á Pensilvania".
