Según lo dispuesto en los Decretos 3135 y 3156 de 1968 las personas naturales que presten regularmente sus servicios al Instituto tendrán la calidad de empleados públicos. Sin embargo, el Instituto podrá celebrar contratos administrativos de prestación de servicios técnicos según los reglamentos que para el efecto adopte la Junta Directiva.
