Silencio positivo. Solamente en los casos expresamente previstos en disposiciones especiales, el silencio de la administración equivale a decisión positiva. Se entiende que los términos para decidir comienzan a contarse a partir del día en que se inicio la actuación. El acto positivo presunto podrá ser objeto de revocatoria directa en las condiciones que señalan los artículos 71, 73 y 74.
