Citaciones e invitaciones especiales. Por determinación del Ministro o recomendación de las Juntas, podrán ser citados a sus deliberaciones otros funcionarios militares o civiles del Ministerio, los cuales tendrán voz pero no voto. Igualmente, podrán invitarse en casos especiales, personas ajenas al Ministerio, nacionales o extranjeras, con el fin de que hagan exposiciones relacionadas con determinados asuntos.
