" ARTICULO 2º

"Las Partes contratantes se comprometen a dictar leyes y reglamentos, si aún no lo hubieren hecho, que garanticen la vigilancia eficaz de la producción, la distribución y la exportación del opio bruto; e igualmente se comprometen a revisar y reforzar periódicamente, en la medida en que ello fuere necesario, las leyes y reglamentos que sobre la materia hubieren dictado en virtud del artículo I de la Convención de la Haya de 1912 o de la presente Convención.
