El Gobierno tendrá la facultad de remover a los funcionarios de carrera dentro de los servicios diplomático, consular o del Ministerio de Relaciones Exteriores, pero las promociones se harán siempre con estricta sujeción a las equivalencias establecidas en el artículo 14 del Decreto número 320 de 1938.
