Con el propósito de sanear los pasivos correspondientes a las cesantías de las Universidades Estatales, a que se refiere el artículo 88 de la Ley 30 de 1992 del personal administrativo y docentes no acogidos al nuevo régimen salarial, se podrán emitir bonos en condiciones de mercado sin que implique operación presupuestal alguna. Estos bonos deberán presupuestarse para efectos de su redención.
