Autorizase al Municipio de Chiquinquirá para verificar, sin sujeción a las prescripciones de las Leyes 64 de 1923, 12 de 1932 y 133 de 1936, un sorteo de lotería hasta por la suma de un millón de pesos ($1.000.000.00), cuyo producto líquido se destinará a la construcción y dotación de un hospital que preste sus servicios preferencialmente a las poblaciones de los Municipios de Chiquinquirá, Saboya, Caldas, Buenavista, Briceño, Pauna, Maripí, Coper, Muzo, y el territorio Vásquez, en el Departamento de Boyacá.
