Facúltase al Gobierno Nacional para que, previo el visto favorable de la Comisión Permanente creada a través de la presente ley, y por medio de decretos reglamentarios, proceda a efectuar las actualizaciones en los aspectos técnicos y científicos que demande el desarrollo de la presente ley y sus reglamentos, y que resulten pertinentes para los propósitos en ella indicados y al alcance de la misma.
