Sin perjuicio de adelantar, si fuere necesario, las acciones de que trata el artículo 1° de la Ley 115 de 1913 , el Gobierno podrá llevar a cabo cualquier procedimiento o negociación que tienda a adquirir para el Estado la plena y exclusiva propiedad del ferrocarril de Girardot, sin erogación nueva del Erario, y sin que sea menester aprobación posterior del Congreso para los actos o contratos que se autorizan por esta Ley.
