Para dar cumplimiento a la presente Ley, el Gobierno Nacional incluirá anualmente las partidas necesarias en el proyecto de Presupuesto que presente al estudio del Congreso; y queda ampliamente facultado para hacer dentro de cada vigencia fiscal, los contracréditos, traslaciones, créditos adicionales y demás operaciones a que hubiere lugar.
