Artículo veintitrés. Los beneficiarios de estos permisos deberán emplear en la exploración y explotación de la zona respectiva, métodos y sistemas técnicos adecuados que aseguren tanto la eficacia de una y otra como la vida de los trabajadores contra los diversos accidentes que puedan acaecer en esta clase de empresas. Para este efecto, el Ministerio, por conducto de sus funcionarios técnicos, les impartirá las orientaciones que estimare necesarias.
