Art. 4 ° El Secretario de Guerra y Marina es el solo ordenador de los valores á cargo de los Guarda-parques; en tal virtud no se hará entrega de ningún efecto correspondiente a los Parques do la Nacion, sin la orden expresa del mencionado Secretario, salvo en los casos en que el Poder Ejecutivo delegue esta facultad al Comandante general ó Jefe, para lo cual la Secretaría de Guerra y Marina Incomunicará previamente al respectivo Guarda-parques.
