"Art. 3°. En caso de que las interrupciones sean causadas por daño suficientemente comprobado en alguno de los aparatos de las Oficinas telegráficas, Muñoz quedara eximido del pago de la multa, pero en la obligación de hacer componer el aparato en un término no mayor de veinticuatro horas.
