Los fondos necesarios para dar cumplimiento a lo dispuesto en el artículo anterior los tomará el Gobierno, de la partida global para construcción de Normales; pero, además, queda ampliamente autorizado /para abrir los créditos y hacer los traslados que considere necesarios en el Presupuesto de las próximas vigencias, y para arbitrar los recursos que considere del caso para el fiel cumplimiento de esta Ley.
