Créase el Fondo Rotatorio de la Registraduría Nacional del Estado Civil como establecimiento público, esto es, como un organismo dotado de personería jurídica, autonomía administrativa y patrimonio independiente. La representación legal y la administración del fondo corresponden al Registrador Nacional del Estado Civil. El Consejo Nacional Electoral tendrá las funciones de Junta Directiva del Fondo.
