Artículo séptimo. Las primas de cambio sobre giros al Exterior, se cubrirán por los distintos Ministerios y Departamentos Administrativos, con la apropiación del respectivo servicio, cuando tales diferencias de cambio sean de cargo del Gobierno Nacional.
