ARTICULO SEGUNDO. El Departamento de Asistencia Social tendrá a su cargo la inspección y vigilancia de todas las Instituciones de Utilidad Común, de acuerdo con lo establecido por la legistacion vigente, Por tanto tendrá el control administrativo de las juntas, establecimientos, institutos, servicios de ellos, y demás Instituciones de Utilidad Común, así como también sobre las loterias, Cruz Roja y sobre los tenedores de bienes dejados para aplicar al bien común; vigilará la inversión de los fondos de esos servicios e instituciones; velará por la conservación y rendimiento de los bienes, rentas, etc,, que constituyen su patrimonio; dictará todas las medidas y resoluciones que estime convenientes para su buena administración y manejo.
