Créase el certificado de desarrollo turístico que emitirá el Gobierno Nacional con el fin de incrementar el turismo.

Los certificados de desarrollo turístico servirán para pagar, por su valor nominal, toda clase de impuestos nacionales, se emitirán al portador, serán libremente negociables, no devengarán intereses ni gozarán de exenciones tributarias y constituirán renta gravable para sus beneficiarlos directos.
