Art. 22. Al fin de cada año se cerrarán los libros después de formado el balance general, saldando las cuentas por las de Presupuesto de Rentas y de Gastos entre sí, dejando únicamente los saldos, si los hubiere, de aquellas cuentas que simplemente llevan el nombre de los Distritos y que vienen á representar la existencia en caja, como sobrante ; cuyo saldo pasará á la cuenta del año siguiente.
