Este Decreto no afecta estipulaciones de contratos celebrados con el Gobierno ni releva de las obligaciones y responsabilidades contraídas en ellos, y su objeto principal es el de facilitar el cumplimiento de tales deberes y el de vigilar y cuidar la carga oficial.
Es entendido que la carga para las obras públicas nacionales sólo podrá transportarse por conducto distinto de la oficina embarcadora cuando se demuestre que tale proceder trae consigo ventajas para la Nación.
