En el caso de que en la Isla de Coiba haya propietarios o colonos, quedan a salvo sus derechos, conforme a las leyes, cuando sea necesario ocuparles sus terrenos para la edificación del Lazareto; y las indemnizaciones que corresponderán a tales propietarios o colones serán de cargo de la Junta del Gran Lazareto nacional.
