El Banco de la República podrá poseer cédulas de los referidos bancos hasta por un monto igual en conjunto al quince por ciento (15 por 100) del capital y reservas del instituto emisor. Igualmente podrá el Banco de la República descontar obligaciones garantizadas con dichas cédulas.
