Art.4. º En caso de conmocion interior a mano armada o de guerra exterior, el Poder Ejecutivo aumentará la fuerza pública hasta el número que estime conveniente, mas los Jenerales, Jefes i Oficiales correspondientes para su organización i disciplina, contribuyendo los Estados con el uno por ciento de su respectiva poblacion, i con mas, si fuere necesario para el caso de guerra exterior
