Habrá en la capital de la República una Oficina de Registro Nacional de Propiedad Intelectual, separada del Ministerio de la Educación Nacional, pero que estará bajo la superintendencia de éste.

Dicha Oficina será servida por un Director, llamado Registrador Nacional de Propiedad Intelectual, y por el personal subalterno que fija la ley respectiva.

Para ser Registrador Nacional de Propiedad Intelectual se necesitan las mismas condiciones requeridas por las leyes vigentes para obtener el empleo de Registrador de Instrumentos Públicos y Privados.
