° Los pagarés de que trata el artículo anterior se amortizarán en un plazo de diez (10) años, a razón de un millón de pesos ($ 1.000.000.00) cada año, Pero el Gobierno podrá amortizarlos en cualquier tiempo si así lo estima conveniente, y devengarán intereses a la rata del tres por ciento (3%) anual, pagaderos por trimestres vencidos, sobre los saldos de capital insoluto.
